A brief official note explained that the minister will hold talks, in Caracas and in Bogota, with his counterparts Nicolas Maduro and Fernando Araujo, respectively.The previous top-level contact between Spain and those two South American countries took place in Lima a month ago when the Head of Spanish government Jose Luis Rodriguez Zapatero talked to Venezuelan President Hugo Chavez and Colombian President Alvaro Uribe.Those meetings took place in the framework of the European-Latin America and the Caribbean Summit held in the Peruvian capital.According to Spanish media Moratinos will tackle bilateral relations, the crisis between Colombia and Ecuador, and seek for a humanitarian agreement to release detainees in the hand of the Colombian guerrillas.
