The Justice and Peace Law, designed by the Uribe administration to demobilize the tens of thousands paramilitary members, allowing those who committed crimes to receive reduced sentences in exchange for collaboration with justice and reperation for their victims.The Colombian government extradited the fourteen extradited leaders, because they “continued committing crimes from their jailcells and weren’t cooperative” with justice.The four warlords, despite being expelled from the benefits, want to continue their collaboration with Colombian justice, they state in the letter.Two other paramilitary leader, Edwing Mauricio Gómez Luna and Rordigo ‘Jorge 40’ Tovar Pupo, refused to sign the letter. According to earlier reports by El Tiempo, ‘Jorge 40’, together with AUC-head Salvatore Mancuso, had earlier tried to make a deal with U.S. Justice to continue testifying before a Justice and Peace prosecutor.
