Investigation reveals that 5 health care suspects were criminal experts

The script of the accusation against the five officials arrested in the health care scandal revealed that each one was fully aware of, and helped to direct, the illegal operations that took place, W Radio reported Thursday.

The accusation handed by the Prosecutor General’s Office to the case judges presented a list of the irregularities found during the investigation into the EPS scandal. According to the evidence collected by the investigators, all five of the officials were criminal experts, fully aware of the illegal activities taking place, who were responsible for dividing up roles, tasks and contributions of scandal participants in order to appropriate millions of dollars from the state.

Investigators reported that the analysis of monetary flows and emails were key pieces of evidence in determining the responsibility of the five arrested.

Criminal acts revealed include the alteration of seals and dates of invoices, some of which appeared never to have been received by the government fund Fosyga, and evidence that many citizens who solicited a service or medication never received it.

The accusation simultaneously reflects the existence of an entire organization of health officials that formed a criminal agreement to carry out crimes, including bribery, illicit enrichment and theft by appropriation, knowing that by doing so they would endanger the legal rights of citizens.

The five officials, including two employees from the Ministry of Social Protection, were arrested earlier in May for alleged involvement in the widespread health sector scandal, which is estimated to have cost the Colombian state as much as $2.5 billion.
