Constitutional Court: providing shelter is no compensation

Facilitating health care, education and housing for victims of
Colombia’s internal conflict can not be considered ‘compensation’ the
country’s Constitutional Court ruled.

According to the court, these social services are the State’s obligation to all Colombian citizens and the Government shouldn’t think that by providing these services to victims it is fulfilling part of the victim’s reparation.

The Colombian government was trying to include the costs of providing social services in the reparation budget for the country’s millions of victims of the violent conflict.
