Gates had written the Colombian President a letter that was delivered to Uribe by Colombian Orlando Ayala, Microsoft’s vice president for Emerging Markets.”I think there is a unique opportunity to convert Colombia into a model of research and development for the entire region,” said Gates, who visited Colombia in March last year.The former Microsoft director warned that “to achieve these goals, which would raise the country to a new level of competitiveness, it’s crucial to establish goals regarding investment in science, research and development at level with the country’s Gross Domestic Product.”Ayala added that “Colombia has been losing ground” in terms of goals on ICT. He cited the case of the Colombian Connectivity Agenda, designed to integrate on-line state-owned entities, which was adopted by Chile as a model, allowing the country to lead in this technology.
