Public authorities had warned about the development of this illegal group in Ciudad Bolivar and Soacha, Cundinamarca 18 months ago already. According to police reports, this group announced that they consider non governmental organizations, trade union institutions and politicians of the department of Cundinamarca as a “military target”.The Águilas Negras have been formed from former paramilitary forces of the currently demobilized United Self-Defense Forces of Colombia (AUC).
